Should we live together?

I love my boyfriend. I really do. We have been together for over a year and have had our ups and downs, but he makes me happy. Lately, he has been talking about us moving in together. The thought scares me because he is such a waffler. He always waffles back and forth between decisions with work, his personal life, etc. He always seems to think the grass is greener on the other side. Moving in together is a more serious commitment, and I am not sure this is someone to whom I want to be committed. Are these normal jitters about taking the next step or serious issues?
