OREGON: If I am 18 and will be getting my permit today can I drive minors?

If you're just getting your permit, you can't drive by yourself, let alone with minors. A permit is giving you permission to learn how to drive from someone over 25.. If you're getting your actual license, then there's no restrictions because you are legally an adult at 18.
